Leading Managers is a six-month program for managers (clerk grade 11/12 and equivalent) who are ready to make a successful transition from leading a team to leading managers.

This program aims to support the development of managers to enhance their existing leadership capabilities, develop new strengths and work towards the next step in their career.

This program explores leadership characteristics required to succeed at the next level of leadership and includes face-to-face workshops, group work to help solve real business problems, and coaching. 


The PSC has an established funding agreement with the NSW Public Sector for the core Leadership Academy Programs. The PSC administers these programs on behalf of the Sector. Any travel and accommodation costs are to be met by the agency/individual.

Who is it for

Our program is open to high potential managers currently leading teams. Eligible nominees must be employed in an ongoing role at a clerk grade 11/12 level for at least 12 months and are ready to transition to the next level of leadership in the next five years.

Selection to the program is by nomination in line with each Department/Separate Agency’s internal talent identification process, together with the Leadership Academy online application. For more information please refer to the Nomination page.

What to expect

Indicative event structure and participant commitment:

  • 360-degree survey and individual development plan - 3.5 hours
  • Workshop 1 – The Agile Leader - 16 hours plus 1.5 hours preparation
  • Action Learning Set 1 - 3.5 hours
  • Workshop 2 – The Facilitative Leader – 16 hours plus 1.5 hours preparation
  • Action Learning Set 2 - 3.5 hours
  • Workshop 3 – The Citizen-centric Leader – 16 hours plus 1.5 hours preparation
  • Action Learning Set 3 - 3.5 hours
  • Action Learning Set 4 - 3.5 hours
  • Action Learning sets preparation – 6 hours
  • 1:1 Coaching sessions – 5 hours
  • Wrap-up Event - 2.5 hours
  • Final 360-degree survey and debrief – 1.5 hours.

The above represents a total of approximately 85 hours

Participant commitment

Participants are expected to attend and fully engage with all program elements.

Participants and alumni will also be asked to contribute to the ongoing development of the sector by supporting current and future participants by:

  • Attending alumni and networking events
  • Speaking at Academy events and workshops
  • Participating in panels
  • Contributing to the ongoing evaluation of the Leadership Academy and it’s programs.
